The overall objective of the Programme is to contribute to sustainable development of the South East and South West Serbia through improved coordination between the national and local authorities, more favourable environment for employability, business and infrastructure growth, and enhanced good governance and social inclusion.

European PROGRES will support realization of these goals through enhancement of local governance, improving conditions for infrastructure development, strengthening local self-governments- planning and management capacities, creation of environment that is more conducive for business development, as well as development and supporting implementation of social inclusion and employment policies in the Programme.
